The promotion announced Wednesday morning, via AZCentral, the pay-per-view will be held May 25 in Glendale, Ariz. at the Desert Diamond Arena. This is the former home of the Arizona Coyotes NHL squad, which recently moved to Utah and left the arena in 2022 after the city chose not to renew its contract with the franchise.

"Double or Nothing" was AEW's inaugural event in 2019, first held at the historic MGM Grand Hotel. The company would move the PPV over to Daily's Place for two years due to the COVID-19 pandemic, with the 2021 edition of the show being AEW's first full show back with fans in attendance.

AEW held the 2022 and 2023 editions of the show at the T-Mobile Arena in Vegas before returning to the MGM Grand last year. It's not entirely known why the company will not run the city again this year, though WWE will be bringing its WrestleMania week festivities to Las Vegas a month prior.

"Double or Nothing" has been one of AEW's premiere events since the company's inception. The first edition of the show featured Chris Jericho vs. Kenny Omega, Jon Moxley's AEW debut, and the memorable Cody Rhodes vs. Dustin Rhodes "Brother vs. Brother" match.

The city of Glendale's longtime city manager spoke with the Phoenix Business Journal about why he's leaving his role and what's next for the city and his career.

The city of Glendale is ready for its next era.

After nearly 10 years leading the city of Glendale's staff of approximately 2,000 employees, Kevin Phelps has decided not to renew his contract after it ends in January 2026.

The city manager of one of the largest cities in metro Phoenix — with 258,000 residents — earning a $359,840 annual salary said Tuesday that he will resign from his role overseeing the city's day-to-day operations as he looks to his next career move.

Phelps' resignation marks a culmination of a years-long effort by city leaders to lift Glendale out of near bankruptcy by identifying avenues to boost its revenue and improve the city's reputation.

His time also marks the end of a decade that brought Glendale into the limelight including hosting major events such as Taylor Swift's The Eras Tour and the Super Bowl; its tumultuous and ultimately severed relationship with the former Arizona Coyotes hockey team; and projects including the planned $1.2 billion VAI Resort.

When Phelps was first hired by Glendale in 2015, he had a lot of goals in mind. After Glendale saw four city managers roll through the office in four years, he wanted to create a new identity for the city and improve its workplace culture and revenue.

"For me oddly enough it was kind of fun coming to Glendale when things were so bad because I felt like there were some things I could do to help improve where we were at," said Phelps, who had just served as the assistant county executive for Pierce County, Washington before being hired.

One of the biggest areas of success for the city was its economic development strategy. Phelps said the city previously had an anti-annexation policy for land west of the Loop 101 near the Loop 303.

"There was an underlying feeling that if you annex the land out there that you have to burden the existing citizens with paying for streets and roads and infrastructure," he said.

But they convinced city leaders that wouldn't happen if they annexed land into the city for employment uses only. That changed the game for Glendale, which has annexed thousands of acres around Luke Air Force Base for what has become one of the most attractive industrial submarkets in the Valley.

Now companies such as Red Bull, White Claw Hard Seltzer, Amazon, Walmart and Williams-Sonoma have operations in Glendale with thousands of employees. Nestle just opened its new coffee creamer manufacturing plant with hundreds of new jobs.

"It used to be that $100 million investment was a good thing. Nestle just dropped a billion dollars on an investment and hardly anyone raised an eyebrow," Phelps said.

The city used to see economic development as something to regulate, but Phelps said they also shifted their perspective to bring all city departments together to support businesses.

"We had people in transportation that would put onerous restrictions on development that would sometimes kill deals," he said.

That change in perspective has brought new developments to the city's burgeoning sports and entertainment district, with more room to grow.

The city also secured the development of new dealerships including BMW, Jaguar and Land Rover. The Arrowhead area continues to attract new retailers and the city has brought in developers to revitalize its downtown.

After cutting ties with the Arizona Coyotes, the city partnered with ASM Global to invest more than $40 million to turn the hockey arena into the newly named Desert Diamond Arena, which the city said had a record year for attendance and gross sales in 2023.

Before his time in Glendale comes to a close, Phelps said he is looking forward to the completion of the $95 million revamped City Hall complex in downtown Glendale, as well as the long-awaited opening of the VAI Resort and Mattel Adventure Park that's faced numerous delays since it began construction in 2021.

Revenue from projects like VAI are important for the city as it faces some headwinds including the recent removal of cities' ability to collect rental tax.

"We lost the rental excise tax, that was $14 million a year," Phelps said.

Although the city hasn't raised its property taxes during his time in Glendale, Phelps said he fears losing other revenue streams at the state's hand could leave the city in a different situation.

"I hope the city going forward continues to understand the importance of economic development, the importance of having good jobs in the community, and how that will help us weather those kinds of storms better than maybe other cities in the area," he said.

His decision to move on next year was inspired by other leaders in Phelps' life.

One of his mentors, a former Boeing employee and entrepreneur, learned that he was successful in starting businesses but knew his own limits in growing those companies.

"I always played in the back of my mind, is knowing when the right time is to jump off the train," Phelps said.

Phelps also recalled when the pastor of the church he attends spoke on the best time to transition leadership — when an organization is at its top performance.

"Our finances are incredibly stable, our growth is still incredibly strong, we've got great senior leadership in place," Phelps said. "I just think this is now the perfect time if I'm thinking about the organization and if I'm thinking about the next leadership team."

Glendale City Council is expected to hire a recruitment firm to look nationwide for its new leader.

Starting the process now will allow time for the recruitment process and for Phelps to serve as an adviser and transition his responsibilities to Glendale's next administrative leader for another five months.

He expects about 50 to 60 people to apply and for his successor to be named by fall of this year or later. That will also give the new leader time to learn the organization before working on their first budget next year.

Above everything, Phelps – who was named one of the Business Journal's Most Admired Leaders in 2024 – said he would like to see the next city manager continue to improve the culture of the organization that they have established since he first started.

"I really hope that the next city manager that comes in understands that the servant leadership of serving our 2,000 employees is not something you stick on a business card but that you live it day in and day out," Phelps said.

Looking to the future, Phelps said he's open to working in both the private and public sectors in an organization where he could contribute to its success.

"I'm not ready to sit around watch 'Jerry Springer' reruns on daytime television," Phelps said. "As long as I feel like I can add value to an organization, I think there's still one more opportunity for me."

Echo Park 303 sold to LBA Logistics, a Southern California based national vertically integrated real estate company focused on the ownership and operation of industrial buildings. The seller was Echo Real Estate Capital, Inc. in a joint venture with Grandview Partners—both full-service real estate investment firms. The project was originally designed by LGE Design Build.

According to Cushman & Wakefield’s latest Q4 2024 market report, the Southwest Valley recorded a substantial 12.8 MSF of occupancy growth in 2024, outperforming all other submarkets in the Phoenix Metro area by a wide margin. The next best submarket performance was the Northwest Valley with roughly 5 MSF of occupancy gains in 2024.
