This partnership allows the city to lead the land planning efforts on 6,700 acres of undeveloped State Trust land in the area referred to as the Peoria Innovation Core (PIC), 10.5 square miles of land that encompasses the Loop 303 corridor, from Lake Pleasant Parkway to State Route 74.
“In Peoria, we challenge ourselves to find innovative ways to grow responsibly, while preserving the character that makes our city special,” said Mayor Jason Beck. “Our partnership with Arizona State Land will provide the city with thousands of new jobs, quality restaurants, retail, and housing. This partnership represents Peoria’s economic development future and will generate hundreds of millions of dollars in new revenue for our city over the next 20 years.”
The city will provide an initial $140 million investment, and subsequent reimbursements of up to $500 million from land sales, to build public arterials and utilities infrastructure within the 6,700-acre site.
K-12 education will be the primary benefactor of the land, as these shovel-ready sites, when sold at auction, are expected to provide $1 billion to $1.5 billion of direct benefit to the state land trust.
“By putting in the infrastructure in advance, the land becomes more desirable for developers and businesses as it speeds up the time to market,” added Mayor Beck. “For our residents, it means more local job opportunities, shorter commutes, and a higher quality of life.”
The city will target employment growth within the semiconductor and microelectronics supply chain, aerospace & defense industry, and advanced manufacturing, as well as hospitality and commercial/retail centers.
Given the proximity to the Agua Fria River, there will be several hundred acres dedicated to the City’s new Mountains, Open Space, and River Ecosystems (MORE) program including more open space and hiking trails.
The City will be reimbursed for its up-front investment based on this schedule:
• As ASLD auctions off the land, the City will be reimbursed for design, permitting, rights-of-way costs and interest;
• Upon Final Patent of Land – City will be reimbursed for up to 50% of construction costs;
• Once a Final Plat or Site Plan is approved – City will be reimbursed for final 50% of construction costs, plus interest

Peoria City Council has struck a game-changing deal with the Arizona State Land Department, paving the way for extensive development and making waves with plans to dramatically boost local employment and revenue.
Under this groundbreaking Intergovernmental Agreement (IGA), Peoria will get to steer the ship for land planning on a massive 6,700 acres of as-yet untouched State Trust land, strategically nestled within the Loop 303 corridor. Mayor Jason Beck sees the deal as a catalyst for Peoria's future economic prosperity, explaining, "Our partnership with Arizona State Land will provide the city with thousands of new jobs, quality restaurants, retail, and housing," as a statement obtained by Peoria's official website. The MORE program—short for Mountains, Open Space, and River Ecosystems—will play a foundational role by dedicating several hundred acres near the Agua Fria River to open space and new trails.

A city northwest of Phoenix has cut a deal with the state to build infrastructure for 6,700 acres to be auctioned off for development.
Peoria approved an agreement with the Arizona State Land Department in which the city will serve as master developer while spending $140 million for infrastructure for development, west of Taiwan Semiconductor Manufacturing’s $65 billion plant, the Phoenix Business Journal reported.
Dubbed the Peoria Innovation Core, the swath of 10.5 square miles along Lake Pleasant Parkway, Loop 303 and State Route 74 is expected to be developed in phases over 20 years.
To accomplish that, the state is expected to sell the land to residential builders, employers and commercial developers through multiple auctions.
Peoria leaders launched the strategy as a quick way to draw major economic development deals in one of the final large-scale master-planned areas in the city.
Since most of the land left to be built out within Peoria is state trust land, the city has been working with the state for 10 years to identify prime opportunities for growth, according to the Business Journal.
It’s also where the city wants to acquire 500 acres for a future regional airpark and employment center similar to Scottsdale Airpark.
Peoria Mayor Jason Beck said the state land department agreement is the first of its kind and will help attract the type of projects that the city hs previously missed out on.
Beck said Peoria lost a $4 billion SK Hynix semiconductor project with thousands of jobs to Indiana, which compelled him to meet with its governor to figure out what Peoria lacked.
“We need to be able to create an ecosystem and we identified that very early on and that was the plan to make this happen, that is what’s going to change the city,” Beck said.
Buyers of the land will be expected to share in the city’s infrastructure cost. Peoria is going to develop the infrastructure in intervals so that the site can be built out based on market demand, minimizing risk for the state and city.
Winning bidders of state land within the core will be required to pay for the soft infrastructure costs at the time of the auction.
The buyer will then have to reimburse the city for half of the hard construction costs once it pays for the property, followed by the remaining half after final plat, site plan or building permits are approved, plus interest.
The city expects to be reimbursed with up to $500 million for its infrastructure investments over 15 to 20 years. Throughout the buildout, the City of Peoria estimates the land auctions will bring in at least $1 billion to the state trust.
Companies have already targeted the region for megaprojects, according to the Business Journal.
Tempe-based Amkor Technology plans to build a $2 billion semiconductor packaging plant in Vistancia’s commercial core, where it secured 50 acres of land for free.
Phoenix-based Hyperion Technology is also looking in the northwest Valley to build a $1.5 billion semiconductor substrate manufacturing plant, with 1,500 jobs.

PEORIA, Ariz. — The City of Peoria is committing an initial investment of $140 million to help develop 6,700 acres of state trust land near the Loop 303 freeway.
The city council has recently approved an agreement with the Arizona State Land Department regarding 10.5-square miles generally located along Lake Pleasant Parkway in the city's northern region.
"This (agreement) ensures our City develops in a responsible manner, aligned with Council priorities that protect our water security strategies, support new job and revenue generation opportunities, and aligns with maintaining the character of what makes Peoria a special place to live," city records state.
City leaders claim the deal will result in generating hundreds of millions of dollars in new revenue for Peoria over the next 20 years.
Peoria will pay for constructing utilities and public infrastructure on the 6,700-acre site and Peoria would later be reimbursed as the land is auctioned off by the land department and begins to be developed.
The city expects developing the vacant land will result in job growth within the manufacturing, aerospace and semiconductor industries.

PEORIA, AZ (AZFamily) — The Arizona Department of Health Services struck a deal on Wednesday to keep Avanti Assisted Living in Peoria open, meaning those residents will be allowed to stay put.
The facility has been placed under a new ownership group and is now licensed as Spring Gardens Peoria, an Avista Senior Living Community, health officials said.

He said they are working with families to ensure a smooth transition and are keeping current staff there. He acknowledged that it’s a work in progress and that they are committed to bringing operations into compliance.
“It’s very comforting. I appreciate it and I am sure a lot of the families feel that way also,” said Betty Jones, who is related to a former resident.
A provisional license was issued on Tuesday, “which will now ensure that the facility’s residents receive the care they need in a qualified, licensed environment,” ADHS said in a news release.
Avanti Senior Living was shutting down after the facility lost its license, which left families scrambling to find a new place to live.
Some of them have spent weeks searching for new homes for their older relatives.
But now the residents can stay if they want to and ADHS said Avista Senior Living will be helping residents during the transition.
For some, the damage has already been done.
“They cannot offer any concession that would make me consider staying,” said Debbi Hill, whose 99-year-old mother is moving out next week. “My mom has been through enough and there’s a matter of trust that’s been violated that they can’t repair. So we are moving forward, we are moving out of Avanti.”
Next week, Hill will move her mother out of the building and in to a new facility.
Hill feels the trust has already been broken and wouldn’t feel comfortable if her mom stayed.
Betty Jones said she wished the deal had come earlier.
“I just left from the new place and they’ve been great. Bent backwards for us basically. But my father-in-law wants to be home. And, this is his home and it’s just sad. It’s like a week too late.”
On Wednesday, she moved her father-in-law, Robert, into a different facility.
But she said he has dementia and is already struggling.
“It’s starting all over, so you know, he’s not happy. He is probably afraid. He just said he wants to get out of there and he wants to be home. We just told him, this is your new home. So we are just trying to do the best we can right now,” Betty Jones said.
The good news is that Jones said Avista offered them a chance to return if Robert didn’t adjust well to his new home.
She said that is really meaningful and she is grateful for that opportunity.
“They will have movers and pay for that and pay for the month’s rent,” Betty Jones said.
All residents who received an invoice from Avanti for the five days of November will not have to pay it.
“We strive to ensure that ADHS Licensees receive the support they need to provide high-quality services,” ADHS said. “We will be closely monitoring the progress to ensure a smooth transition of services and continuity of care.”
