Northern California is being drenched by the first major atmospheric river storm of the season, with rain totals reaching well over 7 inches in many areas, and continued rain on Thursday stretching the threat for flooding and mudslides.

The slow-moving storm was strengthened by a so-called bomb cyclone, which describes how rapidly the system intensified in the Pacific before it moved ashore. By Friday, the rain will begin moving southward, and while forecasters are saying some rain is likely to hit Southern California by the weekend, it will be dramatically less than than what's been seen north of the Bay Area this week.

Here is what we know:

Forecast

In Southern California, the chances for rain have been steadily increasing as the system advances, with forecasters now confident that the region could see measurable amounts beginning this weekend and into early next week.

Friday evening: Rain begins across the Central Coast.

Saturday: Light rains hit Los Angeles and Ventura counties in the morning and likely linger through the evening.

Next week: A second system is expected to bring the chance for rain again on Sunday, possibly through Wednesday, but the exact forecast remains in flux.

Conditions

On Saturday, Los Angeles and Ventura counties could see anywhere from a tenth to a third of an inch of rain. San Luis Obispo and Santa Barbara counties could see up to an inch in some areas.

A second round of rain expected to begin Sunday could be "a little stronger than the first but still likely in the 'beneficial rain' category," the National Weather Service said in its latest L.A. forecast. There are low chances of any significant issues like flooding in Southern California, forecasters said, though roads could be slick and snarl traffic.

Fire risk

The storm comes just two weeks after the Mountain fire destroyed or damaged more than 350 homes in Ventura County. That fire was fueled by dry conditions and intense Santa Ana winds.

“We’re thinking it’s going to be more of a beneficial rain,” said Bryan Lewis, a National Weather Service meteorologist in Oxnard. He noted this weekend's rain could help ease some fire concerns, but likely will not eliminate those worries entirely.

Longer-term trends

Through at least the end of the month, the National Weather Service’s Climate Prediction Center is forecasting an increased chance for above-average rainfall across much of California, but predictions stretching into mid-December become less clear.

The latest three-month outlook through February, issued Thursday, still shows an equal chance for precipitation either above or below average across much of California — making it uncertain if the state could see a third consecutive exceptionally wet winter.

Matt Rosencrans, a meteorologist with the National Oceanic and Atmospheric Administration's Climate Prediction Center, said this first major atmospheric river doesn't necessarily indicate anything about what to expect the rest of the rainy season.

It simply signals that "we have entered the rainy season for much of the western [U.S.], but a single event does not have much relation to the pattern in the next three to four months," Rosencrans said.

"Atmospheric rivers and the storms that bring them are typical for the Pacific Northwest and California during the winter, and, as such, we expect some of them this winter," he said. "However, there is considerable uncertainty surrounding how many and how intense these storms may be."

UCLA is expected to have the first wireless charging roadway in California following a $19.85 million state grant in support of the university’s electric projects.

The anticipated three-quarters of a mile road will be embedded with chargers under the pavement to wirelessly send power to the vehicle.

This process can be compared to a wireless phone charger, said Clinton Bench, the director of UCLA Fleet and Transit.

“It's a similar concept with buses,” Bench said. “The idea of wireless charging is to install infrastructure in the roadway that sends power up into the bus, and on the bottom of the bus are receptors that accept that electricity.”

The inductive charger is expected to provide buses with power while they're on route, allowing them to run longer each day and improving services for riders.

“Instead of having the driver get off the bus, which sometimes isn't practical, they can stop at the stop, and the bus can automatically connect with these chargers.” Bench said.

As for costs, Bench said although the pilot installations cost more, the new charges will be cost-competitive to standard EV chargers.

In addition to the charging roadways, the grant will also give UCLA an opportunity to convert all their buses to fully battery-powered vehicles.

Currently, only around half of the vehicles for BruinBus, a transit agency transporting both students and the public around the Westwood area, are electric.

The project also includes a new transit hub between the UCLA bus depot and the planned UCLA/Westwood station. The extension to the Metro D Line Station will be the first direct rail connection from downtown Los Angeles to Beverly Hills, Century City and Westwood.

Bench said the additional line will be a game-changer for passengers.

“They’ll be able to transfer out of the rain or sun and be able to walk over to different buses that can get them to their final destination,” said Bench.

The project is expected to be completed within the next four years as UCLA is hosting the Athletes’ Village during the 2028 Olympics, according to Bench.

“I feel confident,” Bench said. “We will be a part of a very big collaborative effort to make sure that transportation for both the athletes and spectators is as efficient, effective and as green as they can be.”

UCLA has partnered with Electreon, a wireless charging company, and the nonprofit Calstart to carry out their electric projects, according to Bench.

After opening Downtown’s Lost Rooftop Cocktail + Taco Bar in late September and four Hilltop Coffee + Kitchen locations throughout the Southland since 2019, Yonnie Hagos and Ajay Relan will debut their first Los Angeles restaurant in the same View Park-Windsor Hills retail complex as their original cafe. Named Somerville, the full-service restaurant will offer American food with cocktails, a hearty wine list, and live music beginning November 22, 2024.

As South LA natives who live in the surrounding area, Hagos and Relan have been looking at View Park for some time. Relan and Hagos found their future restaurant in a vacant 5,000-square-foot space almost a decade ago but focused all efforts on being independent coffee operators in corporate coffee-heavy South LA. “We passed on this Slauson space in 2015,” says Relan. “We’re from here but didn’t know if we would ever open anything here.”

The partners studied Los Angeles history, specifically Historic South-Central’s vibrant scene from 1921 to 1956 centered around the Dunbar Hotel (originally named Hotel Somerville, hence the name of their new restaurant) and Central Avenue’s bustling jazz venues. The area developed due to traveling Black musicians who were prohibited from entering LA’s white-owned bars and clubs. “We became obsessed with these spaces and ideas,” Relan says. “Hilltop was a step in that direction for us. We wanted to create a 2020s version of that era, but not [necessarily do] a jazz club. We wanted to look forward while celebrating the progress in between.”

To accomplish that, the GVO Hospitality duo tapped Bootsy Bellows designer John Sofio from Built, Inc., who placed mahogany throughout the Art Deco-style room. The space also features white oak flooring, custom banquettes, and a grand piano on the modestly sized stage. They also brought on chef Geter Atienza (previously at Bouchon Bakery in New York and Broken Spanish), who also designed the menu at Lost Rooftop.

Atienza’s Parker house rolls, charcuterie, crudo, and oysters work as the starters. Entrees include braised lamb shank, a Black Angus burger, and wagyu strip loin with classic steak sauce options. They’ve shied away from standard soul food, but some dishes hint at the cuisine, like the macaroni and cheese or the fried chicken and caviar sliders. Dessert options include a dark chocolate torte, sorrel and pear granita, and a no-bake cheesecake with black olive marmalade.

Steen Bojsen-Møller (LOST, Seymour’s at Mr. Lyon’s) developed Somerville’s beverage menu, which features a mostly West Coast wine list with the occasional French or Italian winemaker. All cocktails are named after jazz greats or notable Black culture icons like the rum-infused Trouble Man (from the 1972 Blaxploitation film) or the vodka-based John Coltrane cocktail called A Love Supreme, which also mixes in Midori, Cointreau, and lemon.

Though South LA is stacked with casual options, full-service dining is mostly centered around places like Harold & Belle’s in Jefferson Park, the District by GS and Post & Beam in Leimert Park, and Jon & Vinny’s on Slauson, which opened in 2021 around the corner from Somerville. As dwellers in one of South LA’s oldest Black neighborhoods, View Park residents have long yearned for less casual options that keep them from driving to adjacent areas for a full-service meal. Somerville might be the answer.

As long-serving members of the California Air Resources Board, we have prioritized environmental justice and community health, championing efforts to combat climate change. However, we believe state policies must thoughtfully address the consequences for communities least able to bear the associated costs.

This concern applies to CARB’s newly adopted amendments to accelerate the Low Carbon Fuel Standard, or LCFS, which we opposed. The fuel standard program, established in 2011, aims to reduce greenhouse gas emissions from transportation by capping the carbon intensity of fuels. The current program mandates a 20% reduction in fuel carbon intensity by 2030. The proposed amendments push this to a 30% cut by 2030 and 90% by 2045.

Faster implementation, however, risks increasing gasoline prices — a significant burden on low-income communities already struggling with costs. This issue has attracted attention from the media, legislators and the public. Beyond financial concerns, the LCFS has had another, less-publicized consequence: a dramatic transformation of California’s dairy industry.

Over the past decade, many dairies have shifted their priorities driven by LCFS incentives, with troubling public health consequences.

California’s dairy industry has historically focused on milk production, but today, many dairies are producing renewable natural gas by capturing methane from manure. The LCFS propels this trend through California’s carbon credit system, which aims to reduce greenhouse gas emissions. Under this program, entities earn and sell credits for cutting emissions, and dairies profit by converting methane into renewable natural gas. However, the system rewards larger-scale manure production, as more methane generates more credits and profits. This creates a perverse incentive, prioritizing pollution-heavy practices over sustainable, low-impact solutions.

Capturing methane, a greenhouse gas over 80 times more potent than carbon dioxide in the short term, is vital for combating climate change. Yet, the methods to achieve reductions matter. The new amendments inadvertently incentivize the growth of mega-dairies now disproportionately concentrated in the Central Valley, where land is cheaper than other parts of the state — a region already grappling with environmental and health challenges.

As mega-dairies expand, their impacts on local communities worsen. According to comments from the Leadership Counsel for Justice and Accountability, a climate, health and equity organization working in the Central Valley, these facilities exacerbate air pollution, groundwater depletion and nitrate contamination, disproportionately affecting low-income Latino communities.

The promise of renewable natural gas as a “bridge fuel” is fundamentally flawed. Instead of transitioning toward sustainable decarbonization, the LCFS now encourages the expansion of large-scale dairies to maximize methane generation. Dairies are rewarded not for reducing methane emissions but for capturing what they generate, perpetuating pollution-heavy practices. More waste generated means more profit.

While capturing methane contributes to California’s greenhouse gas reduction goals, the collateral damage is undeniable. Mega-dairies are among the largest ammonia emitters, contributing to fine particulate matter pollution that causes respiratory illnesses and premature death. The Central Valley, already burdened with some of the worst air quality in the nation, cannot withstand additional harm. Moreover, nitrate runoff from manure continues to contaminate drinking water, disproportionately affecting disadvantaged communities reliant on domestic wells.

Accelerating LCFS mandates will only hasten the expansion of mega-dairies.

CARB has already undermined efforts to regulate livestock methane emissions. While we successfully pushed for regulations to begin by 2028, a last-minute change allowed mega-dairies to continue to profit from “avoided methane” credits based on flawed assumptions, encouraging herd consolidation and pollution-heavy liquid manure systems. Sustainable alternatives, such as dry handling or pasture-based systems, which generate far fewer pollutants, remain unsupported. For these reasons, we were on the losing side of a 12-2 vote by the board on the LCFS amendment.

Methane is an immediate climate threat, and failure to address it would be catastrophic. However, ignoring the long-term environmental and social costs of factory-farm gas development prioritizes short-term climate gains over public health and equity. Our climate solutions must not come at the expense of environmental justice.

The LCFS program could be improved by capping the size and number of dairy operations eligible for methane incentives. Without such limits, we risk entrenching an industry whose environmental harms outweigh its climate benefits.

Additionally, CARB must prioritize sustainable methane reduction alternatives, including practices that reduce pollution at the source rather than perpetuating harmful systems. Setting these limits would create a fairer and more effective framework for addressing emissions while protecting vulnerable communities.

Fighting climate change is not just about dairies. It is about choosing a path that doesn’t result in more harm to vulnerable communities. For the sake of our air, water, and public health, we must ensure our solutions work for everyone, not just for those who profit from pollution.
