Decatur, GA — The Decatur City Commission will meet on Monday, May 19 at 7:30 p.m. at Decatur City Hall, located at 509 N. McDonough Street, and virtually via Zoom. There will also be a dinner session at 5 p.m. and two work sessions at 5:30 p.m. and 6 p.m.

The change order is for $20,900 with CSX Transportation, Inc., for permit and plan review coordination for the Atlanta Avenue railroad crossing project.

The city planned a project to remove the planters on West Howard Avenue and install permanent traffic-calming devices, improving the intersection of Atlanta Avenue and West Howard Avenue.

The projects have been split into two projects, so the city can move forward with West Howard Avenue plans. The time frame to relocate utilities in the area had delayed the Atlanta Avenue improvements.

“Additional costs have been incurred due to the prolonged length of the design development and coordination,” Deputy City Manager David Junger wrote in a memo. “The recommended change order will increase the contract amount from $56,375 to $77,275.

Funding for the project comes from the special-purpose local option sales tax.

Decatur has been planning for a new railroad crossing since 2018. The city commission approved plans to extend Adair Street in 2019 and the final design of the railroad crossing in 2022.

The Atlanta Avenue project will simplify the intersection’s geometry, limit the number of railroad crossings to one, provide greenspace, and prioritize traffic-calming.

The final plans detailed the additional measures that will improve pedestrian and cyclist safety at the new crossing, including dual separated multiuse paths to allow cyclists and pedestrians to cross the tracks away from cars, a pedestrian leading interval at all crosswalks, and lights that the pedestrian button can activate to prevent drivers from turning into crosswalks.

In other business:

– The city commission will also consider setting the tentative millage rate at 12.97 mills, the same as the 2024 millage rate.

“On May 2, 2025 the preliminary real property tax digest was received from the DeKalb County Board of Tax Assessors,” City Manager Andrea Arnold wrote in a memo. “While it is still subject to change, the 2025 digest increases 7.9 [percent] over the 2024 digest.”

The city’s millage rate is divided into four categories: general fund, capital improvement fund, Decatur Development Authority and debt service fund. While the overall millage rate will remain the same, some adjustments were made to a few categories.

Here’s a breakdown of the millage rate:

– The city commission will consider approving an agreement with Atlanta Gas Light for about $41,271 to relocate part of a natural gas main on North McDonough Street. The main conflicts with the planned construction of green infrastructure as part of the Decatur Square renovation.

The commission will also consider setting a project budget of $50,000 for the relocation.

One business owner and his employees are distraught over the idea of possibly having to move somewhere new.

DECATUR, Ga. — Eleven stores inside the Decatur Kroger on Memorial Drive are worried they will be forced to shutter their doors when the grocery store closes on Sept. 13.

Classic Fades Barber Shop is one of the stores that's been operating inside the supermarket for 30 years. Owner Eric Bankston worked as a barber there for 20 years before purchasing the business from his boss last year. Last weekend, he celebrated the one year anniversary of his grand opening, and said the very next day he found out the Kroger he operates within would be closing.

"This grocery store was a pillar in the neighborhood, that's why I invested in it," shared a stunned Eric Bankston.

The Decatur business said he was never informed of the closure or how it would effect his business directly from his landlord.

"For us to hear this store was closing from other people like our clients and associates of Kroger and not hear it from our landlord, that's no good. That's bad business," he said.

Bankston said he's spent thousands remodeling the barber shop, and other business owners inside the Kroger on Memorial Drive said the same thing. Now Bankston is under the impression his three-year lease will end abruptly on Sept. 13, and leave him, his employees, and his clients, without anywhere to go.

"We're the cheapest barber shop in Decatur and we're open seven days a week. So we are an asset to the community," stated Bankston. "It took me a long time to build up to that place I am now and just to get my ownership and have it taken away is a hard pill to swallow."

The Classic Fades owner and his employees are distraught over the idea of having to move somewhere new, especially on such short notice.

"If we can't violate the lease, how can they violate the lease?" asked longtime employee, Byron Henderson.

The master barber said he's been working at the Decatur barber shop for 16 years and can't imagine being anywhere else. "This is a pretty good area. We’ve got security here, feel comfortable, plenty of parking for the clients. If we have to relocate it’s almost like starting over again."

Bankston considers the clients in the Decatur community family.

"Folks come in here and have pacifiers... and they leave here on their way to college," he added. "This is everything for us. We're trying to pick up the pieces and move forward."

11Alive did reach out to a spokesperson for Kroger to confirm whether or not the independent stores within the Kroger on Memorial Drive will be forced to close when the supermarket closes in September. We are waiting to hear back.

Crews worked overnight to clear trees and restore power after metro storms. Afternoon storms could bring hail.

DECATUR, Ga. — Severe thunderstorms knocked out power for tens of thousands overnight across metro Atlanta, with tree damage reported in Decatur and surrounding areas.

The storms started on Wednesday evening, leaving a trail of downed trees, flickering lights, and damaged vehicles as heavy rain and lightning swept across north Georgia.

In one Decatur neighborhood, a massive tree fell on a pickup truck. The family inside the home was unharmed.

As of 7 a.m. Thursday morning, about 25,000 Georgia Power customers in north Georgia were without electricity due to the storms. These were the most affected counties:

Georgia Power and local crews worked overnight to restore power and remove trees from roads and power lines. The number of outages may grow as more people wake up and report damage.

There were more than 4,000 Georgia EMC customers without power in metro Atlanta, as well.

More storms are expected Thursday afternoon and evening, especially after 2 p.m., according to 11Alive meteorologist Chesley McNeil.

There is also a chance of hail in some areas, and drivers should be prepared for heavy downpours and lightning during the evening commute.
