Olathe’s proposed $320 million “ultra-accessible” special incentive district near 119th Street and Renner Boulevard featuring a 5,000-seat multisport complex, an amusement park, shopping and a medical facility for individuals with disabilities is moving forward.
On Tuesday, the Olathe City Council voted 6-0 to approve the first Sales Tax and Revenue, or STAR, bond district project plan. The city council also gave the green light to establish concurrent local incentive districts that overlap with the Olathe Gateway area, 6-0 in two separate votes.
All three items passed through the city council with relative ease, and public hearings for the incentives garnered little attention, with a single speaker voicing support for the project.
Mayor John Bacon was complimentary of the project, describing this sort of development in the Olathe Gateway district as “long awaited.”
“This is a vision we had for the area early on,” he said, noting other developments in the area.
The application for the district came from Loretto Properties, a KC-based development firm run by Lamar Hunt Jr. and his son-in-law James Arkell.
Councilmember Matthew Schoonover was absent from the meeting.
For this project, the Kansas Department of Commerce has approved a maximum of $65 million in STAR bonds, which Olathe City Attorney Ron Shaver said is expected to be easily paid back, given the estimated annual sales valued at $130 million.
In addition to the STAR bond district — a state-level incentive structure — the developer has requested the formation of a 1% special sales tax through a Community Improvement District. That could generate an additional $10 million in reimbursement to the developer to pay back some expenses.
Plus, Loretto is requesting approval to include the STAR bond project plan in an existing Tax Increment Financing, or TIF, district established in the area in 2006. TIF districts work by turning over tax revenues earned from increased property value to a third party to cover or reimburse costs incurred in a defined development area for a set amount of time. Up to $29.3 million could be reimbursed through the TIF district.
All told, Loretto could receive nearly $105 million in total public incentives for this development.
STAR bonds are designed to support development that will spur “major entertainment or tourism destinations,” according to the Kansas Department of Commerce.
The debt accrued from the bonds issued to develop a project — along with interest — is then meant to be paid back over time with state and local sales taxes from within the project’s boundaries.
STAR bond districts are usually in effect for 20 years.
There are still several hurdles to clear before this project is a reality, including the formal issuance of the STAR bonds.
Additionally, the development is currently working its way through the Olathe planning process, requiring at least a zoning amendment and site plan approvals.
If all goes according to plan, construction could begin on the first project area as soon as summer 2025.
That first phase — which includes the amusement park, sports complex, retail, etc. — is expected to open sometime in 2026. Representatives from Loretto have suggested it would be in time for the World Cup.
Any additional financing tools or development plans for the second project area in the official STAR bond district (located at the northeast corner of the intersection) would require further discussion and more city council votes.

KC Donut Co. isn’t new to the Kansas City area by any means.
Chrissy Hatton and her husband, Shawn Hatton, took over an old Olathe doughnut shop by another name in the early 2000s and turned it into KC Donut Co. It now has three locations in Olathe.
But the Monday opening of its Overland Park location, 4567 Indian Creek Parkway, ushers in a new era for the business.
The Hattons have been wanting to expand outside Olathe for a while. With their youngest daughter heading off to college soon and their oldest son, Austyn, hopping into business with them, it finally felt like the perfect time.
Could more KC Donut Co. shops be in the near future? Perhaps, Chrissy said.
“We’ll see how this one does here,” she said. “We’re hoping to branch out more.”
KC Donut Co.’s customers love their apple fritters, cinnamon rolls, blueberry cake doughnuts and glazed doughnuts.
Other flavors include: old fashioned, strawberry glazed, Bavarian cream-filled, and chocolate Long Johns.
Chrissy said she’s especially proud of her cake doughnuts.
“They’re really, really soft,” she said. “We hand-make everything.”
They offer a limited coffee menu: brewed coffee and flavored iced coffees. They won’t serve any espresso drinks, out of respect for the coffee shops nearby.
With the latest store’s opening comes a little brand refresh. The shop’s walls are light pink. A black and pink logo is painted on the wall, and a “super cute” neon sign is on its way, Chrissy said. They plan to redo the other stores’ red, plain signage to match the new store’s.
The Hattons are hopeful the new store in the Fox Hill Commercial Center will be a hopping spot. The doughnut shop neighbors McLain’s Market, The Wooden Spoon, Brobeck’s BBQ and Winstead’s.
“We’re excited,” Chrissy said. “We had so many neighbors come in today — we didn’t tell anyone. … There’s a lot of traffic over here.”
Chrissy said they’re still playing with the new store’s hours. For now, it will be open from 5 a.m. to 1 p.m. daily.
KC Donut Co.’s other locations are at 2014 E. Santa Fe St. and 1729 S. Mur-Len Road. Chrissy said they’re in the process of relocating the West Santa Fe Street and K-7 spot to the Price Chopper shopping center next to it.

The Olathe Chamber of Commerce announced the addition of three popular Kansas City area restaurants as part of an ongoing effort by the city of Olathe to revitalize its downtown.
Char Bar will open its largest concept yet — offering pickleball and barbecue menu items — at 200 W. Santa Fe. in late 2025 or early 2026.
Nearby, American comfort food restaurant Third Street Social will open its fourth location at 135 S. Kansas Ave. sometime in 2025.
And, as previously reported by The Star, Pizza 51 is also set to open at 200 S. Kansas Ave., in an old auto shop. Its projected opening date is spring 2025.
Char Bar’s new spot, which will be called Char Bar Smoked Meats & Pickleball, will feature seven pickleball courts, lawn games and a two-story fire pit. It will open where the old Olathe Fire Station once stood.
Char Bar opened in Westport at 4050 Pennsylvania Ave. in 2014. Its menu includes burnt ends, ribs and cornbread muffins. Last year, it opened a Parkville spot at 15348 Old Town Drive.
Third Street Social first opened in Lee’s Summit in 2016, offering burgers, brunch, salmon, prime rib and more. Its website advertises it as a local restaurant with a “big city feel.” The restaurant’s Northland spot opened earlier this year at 410 N.W. Legacy Drive.
“Downtown Olathe offers the chance to be pioneers in a rapidly growing area with tremendous potential,” Third Street Social co-owner Andy Lock said in a media release. “Its well-developed infrastructure, combined with a thriving nearby residential community, makes it the perfect setting for our expansion.”
Jason Pryor, owner of Pizza 51 also expressed excitement about his future in downtown Olathe in a release.
“It’s the experience and that atmosphere that we pride ourselves in and that is what makes it unique,” he said. “Downtown Olathe has character, and this building has that old-school style and design. The building has character. You sit outside, relax, have a slice of pizza and watch the trains go by.”
For years, Olathe has been working to turn its somewhat quiet downtown area into a booming entertainment district.
Following the opening of the $193 million Johnson County District Courthouse in 2021, the city and county have been working to improve Johnson County Square, the public space between the Johnson County Administration Building and the courthouse. A multipurpose stage and additional seating have been added in the past few years.
Farther north, Olathe is looking to open a major entertainment district with a theme park and hockey arena at 119th Street and Renner Boulevard.
Loretto Properties, the company of Lamar Hunt Jr., owner of the Kansas City Mavericks hockey team is heading up the $300 million project. Lamar Hunt Sr. founded the Worlds of Fun amusement park in Kansas City in the early 1970s.

OLATHE, Kan. (KCTV) - The revitalization of downtown Olathe, Kansas, will continue over the next year. On Friday, Mayor John Bacon announced that a trio of restaurants plan to open new locations in the city’s downtown area.
Pizza 51, Char Bar and Third Street Social will each expand their footprint in the Kansas City metro with hopes to be open by late 2025 or early 2026.
“Thank you to Char Bar, Pizza 51 and Third Street Social for choosing to invest in Olathe, and to our partners at the Chamber for their efforts to bring these first-class establishments to be a part of Downtown Olathe’s continued revitalization,” Olathe Mayor John Bacon said. “Downtown is the heart of our city. Residents tell us they want to see it be more vibrant and lively with expanded dining options.
Bacon continued: “We’re hard at work to bring that vision to life, and I look forward to welcoming more new businesses to downtown in the near future.”
Char Bar Smoked Meats & Pickleball will open their third location in the metro -- joining a location in Westport and Parkville -- in the northwest corner of Kansas Avenue and Santa Fe Street. The restaurant that features award-winning barbecue and one of the largest beer gardens in the metro will be on the site of an old Olathe Fire Department station once stood at 200 W. Santa Fe.

Char Bar said it is planning for a tentative opening in late 2025 or early 2026.
Pizza 51, has its original location on Oak Street in Kansas City, Missouri, near UMKC’s campus. The new downtown Olathe location will be called Pizza 51 South and will feature a similar look to the original location and serve its stone-baked, East Coast-style pizza.
Pizza 51 South will be located at 200 S. Kansas Ave. with plans for a tentative opening in the spring of 2025, owners said.
Third Street Social will open its Olathe location at 135 S. Kansas Ave. with the same signature mix of elevated American comfort food as its Lee’s Summit, Plaza and Northland locations.
“We’re incredibly excited to bring Third Street Social to Kansas for the first time,” co-owner Andy Lock said in a release, noting he plans to open at some point in 2025. “We’ve had such a warm reception to our other concepts in Missouri, and we’re confident that Olathe will embrace Third Street Social with the same enthusiasm.”
Olathe Chamber CEO Tim McKee said the city is optimistic the continued development will aid the city’s look.
“We’re absolutely thrilled these three restaurants chosen to expand in downtown Olathe,” Olathe Chamber CEO Tim McKee said. “We feel their arrival will truly help to change the look of our city’s central core.”
