A nonprofit organization wanted to privately fund a facility that would house over 100 veterans struggling with housing. North Las Vegas officials said the lot — which has sat empty for years — needed to be reserved for commercial space.
Tunnels to Towers, a nonprofit that began in the wake of the Sept. 11 attacks and has since offered a wide range of support to veterans, bought around 5 acres of land at 3470 E. Centennial Parkway, which sits just across from the VA Medical Center.
In addition to offering 112 units to house veterans at reduced costs, the project would have offered on-site services, including job training, assistance with accessing benefits, and mental and physical health services. Veterans pay whichever is less: 30 percent of their income or the affordable housing cost equivalent in the area.
“I will advocate for this program until the day I die,” John Crankshaw, a resident at Tunnel to Towers’ Houston Veteran Village, told the Las Vegas Review-Journal in September.
After success in several other cities, the foundation saw Southern Nevada, which it said ranks second in the nation in homeless veterans, with more than 2,400 veterans experiencing homelessness, as the logical next step. The land in North Las Vegas, right across from the VA hospital, seemed like the perfect spot.
“We are coming to this area to address a specific problem, and we will prioritize North Las Vegas and Las Vegas residents first,” Tunnel to Towers Vice President Gavin Naples told commissioners during an Oct. 9 Planning Commission meeting.
The organization was seeking no money from the city and planned to fully fund the $20 million project.

‘Just need to find a better location’
But after what had seemed to Naples to be positive communication with the city in months prior, the commission voted to recommend the city reject the proposal in that October meeting.
Commissioners cited the city’s master plan, which had designated the land Tunnel to Towers had purchased as commercial, and declined to amend it.
“I love the idea, but we just need to find a better location,” Commissioner Esmeralda Villeda said in the meeting.
Several commissioners echoed this sentiment.
Stephanie Allen, the land use and zoning attorney who represented the foundation, told the commissioners that although the land is technically designated as commercial, there had been a “notable lack” of commercial interest. She also added that 14 amendments had been added to North Las Vegas’ master plan, including recent changes from commercial to residential lots.
“It’s a $20 million investment in this corridor that is not there right now, and is not coming tomorrow. The reality is, nothing has presented itself in the 22 years it’s been zoned commercial,” Allen said at the meeting.
Allen also argued that to have people to support the commercial space that North Las Vegas desired, people would also need housing to live in.
‘Zoning issue not a lack of support’
“It doesn’t work as a commercial spot. No one in the commercial space wanted to buy it,” Naples told the Review-Journal.
North Las Vegas spokesman Greg Bortolin told the Review-Journal that master-planned communities “don’t just happen by accident” and take time to develop. Changing the land from commercial to residential, he said, could create food deserts.
“It’s a zoning issue, not a lack of support,” Bortolin said.
Tunnel to Towers maintained the strong level of support from the community — the Oct. 9 meeting drew 17 speakers in support of the project, and the foundation said that in its community meetings, it had received no opposition.
“I think they were just trying to grasp at straws,” Naples said of the commissioners.
He said he thought it may have something to do with the project’s proximity to the 135 acres that North Las Vegas repurchased in March. The land had been planned for a major medical campus. The North Las Vegas City Council repurchased the land for $52.95 million.
Holding out hope for future project
The city and the foundation maintain that there is a future for Tunnel to Towers’ project.
“We are going to build a veterans’ project somewhere in the area. It’s just a matter of where,” Naples said.

Unless you’re a top-tier celebrity or a very high roller, Shadow Creek can be a tough tee time to obtain. Hopeful players must stay at an MGM resort in Las Vegas, from where they will be whisked to the golf course in a limousine. FIRST-TIME APPLICANTS
First-time applicants are those who have never had a Food Handler Card or Health Card in Clark County, NV.
The first-time test consists of 20 multiple-choice questions. A passing score is 70% or better. After passing the test, the $20 card fee will be collected, and the three-year Food Handler Card will be issued. Valid identification that adheres to our ID policy must be presented for in-person testing.
Important: Due to space limitations, only the test applicant is permitted to enter. No children, family members or friends will be admitted.

Most clients whose Food Handler Card expired after July 2021 will be considered a renewal. Some may not qualify.*

RETESTS
If you do not pass your test, you may try again as early as the next day in the same manner as your last attempt (in-person or online). The fee is $5. See our locations page for retest hours.
NAME CHANGES
If your name has legally changed, we can update your card if provided with proof. Please visit our Duplicates page for details. The fee is $20 to update an unexpired card.
Test and Card Fees
Debit, Visa, MasterCard, American Express, Discover, Apple Pay, Google Pay, money order, cashier’s checks, business checks and approved vouchers are accepted at all locations. Cash is also accepted at all locations except Laughlin. See our Valid Identification Policy for identification that is accepted for payment. The name on the ID must match the name on the payment method presented.

How much does the test cost?
The test for the Food Handler Safety Training Card is included in the $20 card fee. A late fee of $15 will be added for the renewal of a card that expired in the last two years. If you do not pass the test, you will need to come back no earlier than the next business day to re-take the test after paying a $5 retest fee. A score of 70 percent or better is considered passing.

Why do I have to take a test at the Southern Nevada Health District if I’ve completed a course or have a training certificate?
To ensure each applicant has knowledge in safe food handling techniques, you will need to pass the Southern Nevada Health District’s food safety test to demonstrate your knowledge. Prior to taking the test, applicants will be required to present a valid photo ID as they’ve always done when applying for their Food Handler Safety Training Card. The test will be overseen to ensure testing standards are maintained during the process.
Can I bring notes or use my phone while taking the test?
All applicants will be asked to put their phones away and place them in “silent” mode or simply shut them off. No notes, books, or reference material will be allowed in the testing area. Any phone use or looking at notes, books, or reference material during the test will result in an automatic failure. You will be asked to return no earlier than the next business day and pay the $5.00 retest fee before being allowed to test again.
Why is the first-time test more comprehensive than the renewal test?
First-time applicants must demonstrate knowledge of safe food handling techniques to obtain their Food Handler Safety Training Card. Once employed, Food Handler Safety Training Card holders will be under the supervision and guidance of their establishment’s “Person in Charge” who is responsible for continued training and ensuring safe food handling techniques are being used. Renewal applicants will be tested on several “critical items” that all Food Handlers should know to be safe and effective while working in a permitted establishment.
Is there a time limit for the test?
There is no time limit to complete the test. Please note the closing time of the office where you’d like to obtain your Food Handler Safety Training Card and schedule your visit accordingly.
If I do not pass the test before my expiration date, will there still be a late fee if I return after the expiration date?
The late fee is assessed based on the date that you apply and pay for your Food Handler Safety Training Card. Taking the test and not passing does not extend your expiration date and there is no grace period.
Can I also get an alcohol card at the Health District?
The Southern Nevada Health District does not issue alcohol awareness cards. Below are just a few of the companies authorized by the State of Nevada to issue alcohol awareness cards:
