Universal City’s Olympia Hills Golf and Event Center, located at 12900 Mt Olympus, contributes approximately $7.94 million to the local economy each year, according to a new report from the National Golf Foundation presented to City Council on June 17.

Council tasked NGF with the report in April as part of conversations about potential improvements to the facility.

What you need to know

The report uses the IMPLAN economic modeling system to estimate direct and non-direct economic impacts.

Out of the estimated $7.94 million generated each year, $5.33 million is derived from direct facility spending such as golf operations and capital investment, as well as non-local visitor spending and impacts on residential housing. The remaining $2.61 million comes from multiplier effects, which are indirect and induced impacts such as labor income. Non-resident spending contributed an estimated $720,000 to Universal City’s economy in 2024, with 90% of Olympia Hills patrons not considered locals, according to the report.

The report also goes in-depth on indirect benefits of the course, such as being a host venue for charitable events and its value as a city centerpiece.

Richard Singer, senior director of consulting services with NGF, said he thought the facility added to the city’s brand.

“As an outsider looking in ... to me, I really don’t see much with Universal City other than an exit on I-35, some retail establishments along there and this golf course along with your housing. I think it’s a really important piece of the Universal City brand,” Singer said.

Offering input

Council member Bernard Rubal said had issues with the IMPLAN model not fitting Universal City and the report not having actual number values.

“I challenge not the fact that you essentially did enter data and got an output, but I challenge the fact that there aren’t actual numbers associated with the economic impact of the golf course on not the universe of the golf community or our surrounding communities, but in Universal City,” Rubal said.

Singer said the estimates are what NGF was tasked to provide by the city. Terry Clower, a professor of public policy at George Mason University who assisted in the NGF analysis said getting actual numbers would involve tracking down countless individuals and businesses for specifics.

“You’re talking about doing tens of thousands of interviews and surveys to understand that [direct impact],” Clower said.

Mayor Pro Tem Christina Fitzpatrick said she did not expect to receive actual numbers and that the report highlighted the positive impacts of Olympia Hills.

“I appreciated this being articulated in such a way that it gives people ways to consider how the golf course provides value to our community outside of just money spent there,” Fitzpatrick said.

Next steps

Council is not planning to take any further action on the economic impact analysis report, however, they will look at fiscal year 2026's golf course budget on July 8, City Manager Kim Turner told Community Impact.

Where is the new Universal Studios resort in Texas?

Universal Kids Resort is the new park that will be built in Frisco, Texas. According to a press release, the theme park will feature a 300-room on-site hotel designed for guests to stay. The vibrant site will also serve as the entrance to Universal Kids Resort.

When will the new Universal Studios resort open in Texas?

Although an official opening date has not been announced yet, Universal Kids Resort is scheduled to open in 2026. Sarah Gibbon, VP & Executive Producer and Universal Creative, said this is an exciting time for families who have never experienced the theme park.

"It’s an amazing opportunity to bring these iconic stories to life for kids and families to experience, interact with and play together,” Gibbon said. “At each point, we considered how we could design a place especially for kids where they could explore, imagine and adventure with their families and friends. They’ll be able to do all this while being fully immersed in some of their favorite stories – ones full of curiosity, laughter and joy.”

Schertz-Cibolo-Universal City ISD continued to advocate for adequate public school funding during the final weeks of the 89th Texas Legislature during a May 6 town hall.

At the district office, district Superintendent Paige Meloni and Raise Your Hand Texas Regional Advocacy Director Sophie Torres updated constituents on the latest in the legislature, frustrated by the wait on House Bill 2.

In a nutshell

HB 2 would raise the base amount of money schools receive per student, otherwise known as the basic allotment, from $6,150 to $6,555, as previously reported.

Raise Your Hand Texas, a public school advocacy organization, has previously voiced its concerns that HB 2 does not accomplish enough for public schools, and that the basic allotment would need to be at least $7,500 to be sufficient with recent inflation.

Torres said that the wait on HB 2’s passage and the lack of requisite allotment increases would be harmful to the district and other schools.

“We have to make sure our legislators and our elected officials understand that this is a precarious game of chicken that is being played in Austin, and the people that really suffer are our school districts and ultimately, our kids,” Torres said.

Meloni said the wait holds the district “hostage” when it comes to future financial decision making. She said the passage of Senate Bill 2, which would give families public money to pay for private education, could also be costly to the district.

If 3% of the district’s student population was lost to private education, it would result in an annual revenue loss of $3.7 million, Meloni said.

“When you start concentrating that kind of [school choice] money into certain areas, especially in a configuration like elementary [school] where we already have declining [attendance], you might be looking at closing an elementary school,” Meloni said. “You’ve seen that around us.”

What else?

House Bill 4—which would replace the State of Texas Assessments of Academic Readiness, or STAAR, test with three shorter exams to be administered throughout the school year—was also top of mind for town hall attendees.

Assistant Superintendent of Schools Kelly Kovacs said the replacement tests beginning in the fall would be a “big change,” but added that students are used to similar exams.

HB 4 would also adjust Texas’ public school accountability system, matching what Kovacs said was a “growing concern” from district officials about how much power the Texas Education Agency commissioner has over school accountability indicators.

UNIVERSAL CITY, Texas — In a region brimming with community pride, Universal City is stepping into the spotlight as the first among neighboring cities to launch its own PEG (Public, Educational and Government) channel.

Dubbed UCTV, the channel promises to bring stories from the heart of the community directly into the homes of local residents and beyond, blending hometown pride with rich storytelling.

In addition, UCTV aims to tell the stories that often go untold—the inspiring, and sometimes surprising tales of the people who call Universal City home.

In an interview with Vanessa Croix on KENS5 Saturday Morning, Universal City's City Manager Kim Turner said the idea for a city-run TV channel has been in the making for years.

“Every community has its own unique vibe and stories to tell, whether it's our businesses or our residents or the city itself in terms of its own history,” said Turner. “So, it was an idea that we hatched about 6 years ago to launch our own TV channel called UCTV, and we've been working on it since then and gathering those stories and fascinating people to represent Universal City.”

Turner said UCTV will introduce viewers to the residents and natives of Universal City who have gained national, even international recognition.

For example one upcoming segment features Super Bowl champion Priest Holmes, now a partner at local business, Krowned Beard and Barber.

Plus, UCTV’s historical segments will explore the city's legacy with rare footage, archival images, and stories from the past that still echo today

Another goal of UCTV is to spotlight what’s turning heads beyond city limits—because while San Antonio is known for its vibrant event scene, Universal City is quickly becoming a destination in its own right, thanks to crowd-pleasers like Snowfest and the month-long Pumpkin Patch, which draw visitors from across the region year after year.

Turner says the station will also serve as a platform for schools, churches, small businesses and neighbors to share their stories and successes.

Small businesses, many of them veteran or woman owned, will also be featured in a recurring segment called Business Insider.

City Council meetings are also planned for broadcast, but Turner said breaking news events, or weather coverage won't be included in the featured content.

“If people want to know about sports, news, or weather, they need to turn to you and KENS5, said Turner. “We're more toward the human storytelling, and focusing on non-news, non-political ideas."

The official launch of UCTV is just weeks away, with a tentative debut set for this summer.
